Business wise it is not smart to ban yet.
Until every or most players have bought the boxes for Dark Magician and Invoker. If you ban them now no one will want to buy those boxes, resulting in a huge loss for the company.

If you want Konami to release the ban list right now then try to convince everyone to purchase 3 copies of dark magician/invoker cards. Konami won't have a reason to wait then

Dark Magician, Blackwings are save to invest because they immune against Banlist.

It is safe to invest in decks that are mainly composed of UR/SR cards obtainable only from main/mini boxes.

If you have a few easy to get cards like SR/UR from card trader or legendary duelists, or any Normal/Rare cards then it will definitely be hit by the ban list.

The more Pay To Win is the deck the less likely it will be affected by the ban.
