HEROes are a versatile deck that properly utilizes the extra deck to handle various situations. Depending on what you want to focus on, they can go with fusion, Masked HEROes, or XYZ. With the help of Stratos, the deck can be pretty consistent, but he's also considered a core card in many versions of HEROes.
Elemental HERO Stratos

When Elemental HERO Stratos is Normal or Special Summoned, you can destroy Spell/Trap Cards on the field up to the number of other "HERO" monsters you control or add 1 “HERO” monster from your Deck to your hand. Usually Stratos will be used to fetch other HEROes, but having the option to pop backrow is nice.
With Neos Fusion, you can first put Brave Neos on the field before summoning Stratos. Then upon summoning Stratos destroy an enemy backrow. The removal effect does not target so your opponent won't know which one you'll hit. This makes it difficult for them to chain the card about to be removed.

A great generic revival effect. Super Team Buddy Force Unite can be activated at no cost. And since all of your monsters are Warriors, you'll have access to revive anything you want.
If Super Team Buddy Force Unite! is destroyed by an opponent's card effect, you can Set another one directly from your Deck. A nice bonus effect, but rarely used since (Cosmic Cyclone) are used somewhat often.
Elemental HERO Blazeman

During your Main Phase: You can activate this effect; you cannot Special Summon monsters for the rest of this turn, except Fusion Monsters, also send 1 "Elemental HERO" monster from your Deck to the Graveyard, except "Elemental HERO Blazeman", and if you do, this card's Attribute, ATK, and DEF each become the same as the monster sent to the Graveyard, until the end of this turn. You can only use 1 "Elemental HERO Blazeman" effect per turn, and only once that turn.|
Blazeman fetches Polymerization upon summoning, which makes him your Fusion enabler. He can also mill an Elemental HERO and copy its Attribute, making him quite a versatile Fusion material for the Elemental HERO fusions such as Nova Master and Great Tornado.
You can mill Neos and have Blazeman copy its stats. Then revive Neos with Super Team Buddy Force Unite! to have two 2500 ATK beaters on board.
The attribute changing effect can be relevant if you are using Mask Change type deck. This can help give options to tough situations.
Elemental HERO Solid Soldier

Solid Soldier is the Deck's Xyz enabler. Special Summoning a HERO monster from the hand is more in line with making Xyz plays than Fusion plays, so most of the time we can entirely ignore Solid Soldier's second effect. But in case you're pairing Solid Soldier with Stratos, you can Normal Summon Solid Soldier, then Special Summon Stratos. Perform a Fusion, then revive Stratos. This way you get to activate Stratos' effect twice.
Solid Soldier's effect can Special Summon Stratos or Blazeman, then let you activate the Special Summoned monster's effect. And because these monsters are all Level-4s you can proceed to make a Rank-4.

Essentially the "comeback" card of the deck. Since HERO decks can end up using a lot of cards from hand, whether you are playing XYZ or Mask Change variant, Bubbleman's effect can help get more resources.
Boxer Veil works best in the deck since it's also a level 4 and will be special summoned to the field after taking damage. Using the skill lets you play a level 4 HERO from your deck so you can XYZ right away.
Book of Moon is an extremely versatile tech card. You can use it to put a monster face-down to stop an attack, expose weak DEF stats, and turn off continuous effects.
Also, many Decks nowadays run a Synchro or Xyz toolbox. Monsters must be face-up to be used as Synchro or Xyz material, so Book of Moon has another purpose of disrupting combos. As soon as your opponent gets two similarly Leveled monsters or a Tuner on the field, you can respond with Book of Moon to prevent the Extra Deck play.

|Special Summon 1 Fusion Monster from your Extra Deck that lists exactly 2 monsters as material, including “Elemental HERO Neos”, by sending those monsters from your hand, Deck, or field, ignoring its Summoning conditions. For the rest of this turn after this card resolves, you cannot Special Summon monsters. If a Fusion Monster(s) you control that lists “Elemental HERO Neos” as material would be destroyed by battle or card effect, or shuffled into the Extra Deck by its own effect, you can banish this card from your GY instead.|
A very strong card since it uses monsters in your deck as the cost, protects from destruction, and sets up your grave for further plays.
Keep in mind that it's not a fusion summon, so you won't be able to special summon Brave Neos back to the field from grave if you happen to be using something like Super Team Buddy Force Unite.
|HERO Generation [SR]|
|Equip only to a Level 5 or higher "HERO" monster. If you control a card in your Field Zone, the equipped monster gains ATK equal to its original DEF, also your opponent cannot target it with card effects. At the start of the Battle Phase: You can activate 1 Field Spell directly from your hand or Deck. You can only use this effect of "Favorite Hero" once per turn. When the equipped monster attacks and destroys an opponent's monster by battle: You can send this card to the GY; the attacking monster can make a second attack in a row.|
This card has some tough restrictions, but it's strong enough to secure games at times. It relies on having a field spell on your side of the field, so it can be a problem if your Necrovalley is lost. You'll want to make sure that you clear your opponent's back row first so you don't get disrupted when doing this.
Equipping this to Brave Neos is the easiest one, and it only uses 2 cards, becoming over 5000 attack. With the additional attack effect, it can win you some games pretty quickly.
Just keep in mind that once Necrovalley is on your field, you can't use Solid Soldier's revival effect anymore.
Masked HERO Anki

You can only use this effect of "Masked HERO Anki" once per turn.|
Useful for when you know you can destroy your opponent's monster by battle. Anki's effect to search for a "change" quick-play spell means that you can do another follow-up right away.
If you only have 1 Anki in the deck, then you shouldn't search for another Mask Change since you can't use it on the Anki, unless you have another different element monster on your field. Instead, search for Form Change to go into a different element.
The effect of being able to attack directly also gives the deck an answer against monsters that you can't go over, like Blue-Eyes Twin Burst Dragon.
Masked HERO Koga

A high attack monster with a pretty strong quick effect that can be used defensively or offensively. You can go into a Koga by using Mask Change on Brave Neos the turn after you use Neos Fusion. With Brave Neos on the grave, you can use Koga's effect to decrease the opponent's monster's ATK by 2500.
Masked HERO Dian

Similar to Anki, this card is pretty good to summon when you know you can destroy an opponent's monster. Since it's an earth attribute, you'll have to use Mask Change on Solid Soldier or use Form Change.
The monster special summoned by Dian can attack right away since it's summoned before the end of the battle phase. Use Dian's effect to special summon a Stratos so you can search a HERO or destroy a back row card. Alternatively, you can go with Solid Soldier if you have a Mask Change to make a combo of attacks.
Masked HERO Blast

Blast will be used a lot since Stratos is very important in the deck. With Mask Change, you can use it to dodge effects that will negate Stratos to go into Blast.
The usual turn 1 play is to summon a Stratos and ideally have a Mask Change to set on your field. During the end phase of your opponent's turn, you can Mask Change into Blast to send one of their back rows back to hand.
Its effect to reduce the ATK of an opponent's monster by half provides an answer for this deck to deal with high attack monsters. Since there's only 1 copy of Blast obtainable, you'll want to be careful when using it.

Only 1 copy of this card is available, and 1 is all you need. Works similarly with Mask Change but has a more strict requirement. It's mainly used to deal more follow-up damage or just dodge effects.

Mask Change opens up the deck to more options by being able to use the extra deck. Being a quick-play spell makes this card really strong since you can use it in response to negative cards that can disrupt your combo, or provide strong follow-up attacks to secure games.
You can put monsters into the graveyard pretty easily through Neos Fusion, Blazeman, or Mask Change, which will allow you to use those monsters to summon another strong monster to the field.
With limited space in the extra deck, there are only a couple of fusion monsters that you can put in the deck. Since Brave Neos is most likely going to be summoned through Neos Fusion, the only options are Adoration or Trinity. Luckily, they can be used with just about any HERO deck, so they can be quite easy to summon.
Both Trinity and Adoration are DARK element, which means that you can go into an Anki if you have a Mask Change.

Without any high level monsters in the deck, it's only going to be using rank 4s. They have their unique uses and gives an out for certain situations, but the XYZ variant of the deck is mainly a control type deck.
Abyss Dweller, Steelswarm Roach, or Heraldry Patriarch are good turn 1 monsters to summon and can be devastating if you know which one works best against your opponent's deck.
Excalibur and Malevolent Sin are useful generic rank 4s to deal with high attack monsters. Diamond Dire Wolf can be used to destroy back row, or dangerous field spells like Necrovalley.
Nova Master's decent ATK stat means you usually won't have much problem getting a few draws from his effect. Over time, this effect can make up for the cost of making Nova Master plus some more resources. Basically a beater and draw engine in one monster.

Summon by using Stratos, or Blazeman copying Stratos, as Fusion material. Great Tornado has a good ATK stat making him a decent beater but his main feature is his effect upon summoning. Halving the ATK of all enemy monsters effective makes even the strongest monster as weak as a low-leveled monster. After that, your beaters should be able to deal with them.
