If you are running a deck that counters Special summons, Monster Rebone is a very good card to go with.

This card can also be used to speed summon Chaos Hunter from your Hand or Graveyard.

Main Special Summons: Synchro, Fusion & Ritual.
Magic/Trap: Certain Magic/Trap effects enable you to Special Summon (eg. Limit Reverse, Powerful Rebirth)
Monsters: Certain monsters have effects that states that they can only be Special Summoned, like Blue-Eyes Shining Dragon or Yubel - Terror Incarnate. Plus, certain monsters have effects that allow the player to Special Summon

I am thinking that although you stop your opponent deliberately banishing (like do X to get Y or "you can")it would not prevent game state changes triggered by the opponent's actions. Am I right in this?

It straight prevents the opponent banishing anything, in any way, for any reason. For example, it'll prevent Soul Release, Skull Lair, Gigantes, Quillbolt Hedgehog's self-banish (it can still be summoned), etc. Not sure what you're confused about.

No, I think you are right. I was wondering about general board changes that auto-banished but were triggered by what he did, not ones controlled by the opponent. Either way, it looks like a fantastic card. (Game state changes are something someone tried to explain to me at a paper Yugioh tournament about 20 years ago and I was similarly mystified at the time.)
