This is a pretty standard “Harpie” deck that takes advantage of New Ultra Evolution, Tyranno Hassleberry’s unique Skill, to get a high Level Dinosaur-Type monster on the field. Having access to Jurrac Titano and Ultimate Tyranno gives this deck a pretty interesting alternative victory condition that can easily take most opponents off guard.

Jurrac Titano can’t be targeted by Trap Cards and monster effects. This ability and its high ATK make it a quite formidable monster even in the current meta: cards like Treacherous Trap Hole and Paleozoic Canadia are completely useless against it and even Koa'ki Meiru Maximus will have to get over it by battle via The Tie that Binds or trade with it in order to destroy it. You can Summon Jurrac Titano by Tributing two of your monsters or by simply activating your Skill.
You can discard Harpie Queen to add a copy of Harpies’ Hunting Ground from your Deck to your hand. This Field Spell will increase the ATK of all Winged Beast-Type monsters by 200, allowing Harpie Queen and Phantom Gryphon to get over Koa'ki Meiru Urnight and Ancient Gear Wyvern under Ancient Gear Castle.
While Harpies’ Hunting Ground is active, whenever a monster named “Harpie Lady” or “Harpie Lady Sisters” is Normal or Special Summoned on either side of the field, the player who Summoned it has to target and destroy a Spell/Trap Card on the field. Since Harpie Queen, Harpie Dancer and Cyber Harpie Lady are all treated as “Harpie Lady” while on the field, you will be able to trigger this effect quite often, but keep in mind that it is mandatory, so you might want to avoid activating Harpies’ Hunting Ground right away when you are going first and/or there aren’t any suitable targets on the opponent’s side of the field.
Harpies became notorious in Duel Links for their ability to blow up the opponent’s back row, but not all decks run a lot of Spell/Trap Cards right now.
Harpie Dancer, in combination with the Field Spell, is able to destroy two Spell/Trap Cards in a single turn: its effect allows you to return any WIND monster you control to the hand and then Normal Summon a WIND monster from your hand. You can activate Harpie Dancer's effect even if you don't have any monsters in your hand and, since it's not stated otherwise, you can also return Harpie Dancer itself to the hand and then Normal Summon it with its own effect.
When this card is sent to the Graveyard, you get to add a copy of Cyber Harpie Lady from your Deck to your hand. Unfortunately Birdface’s effect triggers only if it’s sent to the GY as a result of battle, but it’s still nice to be able to thin your Deck and get to your Jurrac Titano faster.
Cyber Harpie Lady is here because of its high ATK and the fact that it is always treated as “Harpie Lady”, giving it synergy with Harpies’ Hunting Ground, Birdface and Hysteric Party.
Mirror Wall provides protection and it also gives you easy access to New Ultra Evolution. You will unfortunately not be able to activate your Skill twice during the same Duel most of the times, but there isn’t much of a choice when it comes to cards that lower your Life Points.

Why would you run Jurrac Titano in a Harpie Deck instead of just playing Titano BLS or Unstoppable Titano, both of which are able to get this 3000 ATK monster on the field more consistently and with relatively little effort? Your opponent can’t chain a card or effect to New Ultra Evolution: if your opponent has a Floodgate Trap Hole face-down, they won’t be able to activate it a lock your main monster.
You might be thinking that’s kind of a minor reason to be playing this deck, but that’s actually a pretty huge weakness Titano has. Another thing to keep in mind is that, unlike Double Evolution Pill and Mausoleum of the Emperor, New Ultra Evolution can’t be negated by Silent Magician or Koa'ki Meiru Wall.
