2000 is still too high. Not enough of a pinch when the standard max LP is 4000.

I'd say it should be usable only when your LP is actually 1500 or lower. Heck, maybe even 1000 or lower.

Make the reqs 2000 LP or lower is enough to stop veil abuse, or any future card that has similar effect with this.
-Player still able to use Destiny draw as it was intended
-Batlin boxer veil still be a good card that everyone can use that could stop most OTK

If we go for how it worked in the anime then make the player lose if the game doesn't end the turn d draw is used.

That how it was if yugi didn't cheat he was sure to lose next turn

Fire kings, thunder dragons, yosentsu, invoked neos etc all run 2-3 of this guy along with destiny draw. Especially firekings use 3 of these plus 2 kiteroids. You better either nerf destiny draw to be used only if your lifepoints are bellow 2000lp and not if you recovered them or limit this card to 2 to stop this abusing with kiteroid, especially on fire kings.

You can have 6 times activation of this card if you play "A warrior returning alive"...

This card is annoying but compared to some other level 4 monster cards with ridiculously broken effects that took way longer to get on the list/even got gd freed from it I don’t understand the hurry in limiting it.
