Attack is pretty low for a Level 7 monster.
It's very unlikely for your opponent to have a Zombie-Type monster, which makes it effect pretty unusable.
One tribute effect only works if the monster to be tributed is a Zombie-Type.

Cards like Give and Take, and Mystic Box can be used to send your zombie monsters to your opponent. Destroying them with Zombie Dragon will let you special summon them back to your field.
Why is this card rated only at 6.5? Its effect being "unusable" is a stretch as the preview dedicated an entire combo to its effect. Also for a 1 tribute, 2400 attack and 2000 defense is quite good. While I would have to say that it has low general use, it shines as a key component in zombie and red eyes decks. I mean no disrespect but are the rating based off of how "teachable" a card is or how good a card is in the specified cards related deck? An answer would be appreciated.

It's *not* a stretch at all. combos you see in duel school tutorials can be difficult to set up in real matches due to the randomness of what may happen in an actual match where not everything is all there and set up for you.
To call an effect "unusable" means the effect isn't usable. This is a stretch as the effect is more than usable in real duel situations, As I have proven to myself. Especially given that there are cards to support this effect, it is unquestionably a stretch.
