During your Main Phase: You can activate this effect; you cannot Special Summon monsters for the rest of this turn, except Fusion Monsters, also send 1 "Elemental HERO" monster from your Deck to the Graveyard, except "Elemental HERO Blazeman", and if you do, this card's Attribute, ATK, and DEF each become the same as the monster sent to the Graveyard, until the end of this turn. You can only use 1 "Elemental HERO Blazeman" effect per turn, and only once that turn.

Elemental HERO Blazeman’s effect lets it act as any Elemental HERO you need for a Fusion Summon. You can use this to summon the attribute Elemental HERO Fusions such as Great Tornado and The Shining.
Elemental HERO Neos is the single most used Elemental HERO as a named fusion material. You can use Elemental HERO Blazeman acting as Elemental HERO Neos to contact fusion.
Elemental HERO Blazeman being able to effectively change into any attribute he wants is a good card to use with Masked Change to bring out any Masked HERO you want.
Maybe a bit stupid question, but when can you activate his second effect, to send one monster to the GY and get the same atk and def? In the same turn you sommoned it or later?
if you summon it and activate the Polymerization effect, then you have to wait until the next turn to active its second effect. If you summon but do not activate the Poly effect, then you can do the send an E-hero to the GY thing.
