gear town says it clearly, "summon an ancient gear monster from hand, grave or deck."
there is no restriction like ancient gear golem that it can't be special summoned so: Yes, can summon via gear town. But can't attack the turn it's summoned, so still better to have reactor dragon instead.

not really good since you need to tribute summon this level 8 Toon....

Doesn't have the "can't be special summoned" bit normal ag has, very good
