If this card won't allow a toon monster to attack the turn it's summoned, how are toon decks even supposed to be viable?

That's the thing they aren't supposed to be

If you summon a Toon monster one turn before and you activate two toon rollbacks for that monster does that mean that toon monster can attack 3 times in one battle phase
