Winged Kuriboh effect activates after it is destroyed and sent to the graveyard, which happens AT THE END of the damage step. So Reactor Dragon can not prevent Winged Kuriboh effect from activating in the graveyard.
"until the end of the Damage Step" in this context means "until the Damage Step ends". You can't use cards like Winged Kuriboh or Grave Squirmer if Reactor Dragon attacks it. (The end of the Damage Step is still part of the Damage Step, hence why you can't chain a card like Silent Graveyard to Winged Kuriboh.)
This card is only good because it can be special summoned and it can block all sorts of effects when it is attacked. Take that away, and it's just a 3k beater.
Another reason why a card like Cyber Twin Dragon and Cyber Dragon are fine in duel links... Jeeez Komoneyyyy
We have plenty of decks that special summon multiple monsters. Some with 3000 attack like this and koa'ki meiru. So the special summon excuse does not cut it anymore for arguments against releasing cyber dragon.
