Evaluation

Rating

B-

Helps you summon a level 5 or higher monster. However, it is not easy to have at least three cards: this spell card, a high level monster, and a card that is a cost to activate the spell.

Rulings

Can affect a ritual monster.
Can be activated when you have no monster in your hand.
The level of a monster that you draw after a Cost Down spell is also decreased.

The discard cost can be used to discard Penalty Box too, to activate its last effect.

Cost Down + any lvl 4 monster (maybe an 1800 fiend) + league of uniform nomenclature + delta attacker (maybe + anti magic arrows) = SALT

the nomenclature card special summons 2 more normal monsters (2 more 1800 fiends or wtv)

delta attacker lets all three attack directly

How about Cost Down and Wetlands with any level 4 water monster?

That's a terrible combo for a number of reasons. Even ignoring the obvious "just use a Level 2 or lower to begin with", Cost Down's temporary and requires a discard. Why would you use it over the equally terrible Demotion in this case?

And if it was directly based on the Delta Attacker OTK... Even Turu-Purun would achieve it with Wetlands.

High level toons specifically say that they must ve special summoned by tributing 1/2 monsters, their level has nothing to do with this effect.

Believe as of may 16th this pack as long as the pack containing cards such as fusion gate and blue eyes ultimate dragon will be returned to the game for a short time
