Pros

Able to have control over enemy monsters when they are destroyed by this card.

Cons

Very low stats for a 1-tribute monster.
Difficult to activate its effect due to its low ATK points.
Overtaken by cards without the need of tributing such as Jerry Beans Man and Dunames Dark Witch.
Needs supporting cards such as Riryoku and equip spells to power up its low ATK.

Tips

It can be difficult to manage this card due to its low attack, especially since the other level 3/4 star cards can already reach more than 1700 attack. It is usable in decks that can tribute summon monsters easily by using cards like Soul Exchange or Cost Down.

Skelesaurus if you want Dino Kingdom boost. This if you want Yami/Mountain/HHG boost for the monster you destroy.

Skelesaurus is much better purely due to the fact that it's Level 4.

That's the one big thing that gives it an advantage over this card.

Nice effect, but Level 5 with 1700 ATK is terrible and not a fair exchange for its effect at all.....

My man Sartorius' Chariot is a lvl4 monster, has 1700 atk / 1700 def and can steal monsters post being destroying them in battle in whatever position you want, easily the most accessible monster thief you can get
God forbid they actually (probably, since Sartorius has unused audio for all 21 tarot cards and some others) Arcana Force Strength

Goyo Chaser's more accessible than Chariot. In fact, Photon Veil is the only card that isn't completely generic (IE, Soul Rope, Transmodify and the like) that can search Chariot. Also doesn't require a specific skill, unlike Chariot, who is virtually useless without Right Side Up.

The card is practically tailored to Odion's ability Chain Reaction in conjunction with Embodiment of Apophis, stealing an enemy's mosnter card per turn stalls out and gives you more chances to churn out trap cards.
