This is often given to your opponent as a floodgate. locking out special summoning is powerful. it's also harder to get rid of as an xyz monster. its biggest downside is how to give it to your opponent.

Shien's Spy would only last until the end of the turn. Your best bet would be Mystic Box or something like Give and Take since the restriction only applies while it is on the field.

Using Bahamut Shark to bring this out with no material, then Mystic Boxing it away is actually pretty cruel.

I think its suitable for the weather deck.
But only in the" win or lose" turn

One of the rare cards that benefits from halved effect damage. Still terrible, let alone for an SR.

You can still use it as a 3k beatstick in a rank 3 toolbox deck. Ram it into another 3k monster and use your backrow to protect yourself during the next turn.

I'm not saying that this is a good strategy, but this card has some niche.
