You can use Level Up! on Silent Magician Lv 4 to Special Summon Silent Magician Lv 8 directly from your Hand or Deck.
With Silent Magician Lv8 on the Field, these cards can activate its effects as part of the Spellbook combo.
You can attack all your opponent's monsters with Silent Magician LV8 using Diffusion Wave-Motion by paying 1000 life points. It also negates the effect of the destroyed effect monsters.
Level Modulation ignores the summoning condition of LV monsters. You can use it to special summon Silent Magician LV8 from your Graveyard at the cost of your opponent drawing 2 cards. Also, Silent Magician LV8 cannot attack, nor activate or apply its effect this turn.
Since it's unaffected by your opponent's spell cards, it can only be stopped by their trap cards, and also Sphere Kuriboh. Bringing cards like Trap Jammer, or Seven Tools of the Bandit will almost ensure that your attack will go through. While Divine Wrath can stop cards like Sphere Kuriboh, Yomi Ship / Exploder Dragon, or Relinquished / The Atmosphere.
Since it's a quick-play spell card, you can use it during your opponent's turn to save your monster when you think it's in danger. Additionally, you can also use it during your turn after you attack with a higher level monster, then activate level down to special summon your lower level monster for extra damage. This is only recommended when you are certain that your attack will go through.
