One of the features of toon monsters is that you can attack your opponents directly by having Toon World in the field. Toon Kingdom is better since it's treated as Toon World and it protects your toon monsters from getting destroyed.

Revive Toon Gemini Elf with Powerful Rebirth during your opponent's end phase. Her attack will be boosted and she will be able to attack directly assuming you have Toon World on the field.

Mimicat is stupid?!?wtf are you smoking,sure it has strict requirements but the card itself is quite good for what should be obvious reasons

Yikes. If they add this every deck is going to have to run 3 Twisters standard. Otherwise Toons will run over you.

It can't attack the turn it is summoned which means you have time to prepare a defence and if you can't do that then you either suck or your deck does

A lot of "toon" monsters don't need toon world, just if it is on the field, and it is destroyed, Gemini elf will also be destroyed
