Maiden with Eyes of Blue’s effect can be triggered if you target it with your own effect. Here are some examples of cards that can target your own monsters which you will also be using in a Blue-Eyes deck.
Protector with Eyes of Blue can target Maiden with Eyes of Blue as a cost for its effect. Protector will summon a Blue-Eyes monster while Maiden with Eyes of Blue will summon another.
Majesty with Eyes of Blue can pitch a Blue-Eyes White Dragon to the graveyard, which will then immediately be revived if you target Maiden with Eyes of Blue with Majesty with Eyes of Blue.
Riryoku can make Maiden with Eyes of Blue strong enough to destroy an opponent’s monster while also triggering its effect to Special Summon Blue-Eyes White Dragon.
Since Blue-Eyes White Dragon and all monsters that act as him are level-8, Maiden with Eyes of Blue can be great for making level-9 Synchro monsters.
