A face-down monster can be targeted. When that face-down monster becomes face-up, it cannot attack while Dark-Eyes Illusionist is face-up on the field.
I've been using this guy for quite some time now since i have 3+ copys of him. Power of dark/spellcaster decks hes not that bad of a card. he has 0 but with yami he has 200 attack and 1600 def. i bet this guy can be used somehow. won me some games when i was in a tight spot
Nope, the effect does not stop any attack that proceeds past a certain point. The closest you can get is when you flip it face-up by a card effect when your opponent declares an attack on it while face-down.
If, say, you activate Half Shut on it during the damage step, the attack will still resolve, and then the effect afterward.
