It's recommended to only start with Venus if you have Order to Charge in your starting hand as well. This will allow you to have some safety and be prepared to counter whatever your opponent summons. Otherwise, start out with other monsters either by setting or attack position. Let it get destroyed since you need monsters in the graveyard to be able to summon atmosphere.
Summoning The Atmosphere
There are many ways you can summon the atmosphere. One Venus can get you 2 Atmosphere by summoning 3 Mystical Shine Ball, provided that you have at least 2 monsters in your graveyard.
If you have at least 2 monsters on the field, you can also make plays using the atmosphere. By using Enemy Controller, you can tribute your monster and take control of your opponent's monster and use it as the sacrifice to special summon it. Then you can use its ability to take control of another monster your opponent controls.
Just because you can summon it, doesn't always mean that you should though. Best time to summon atmosphere is when your opponent has only 1 monster left for it to take control. This makes sure that you are not attacking another monster with a chance of getting countered by cards like Twister or Mirror Wall.

well... I have 2x atmosphere and 3x Venus (I'm lucky sometime) but no Ultimate Rising cards, except for a twister, cause I had only 1 day of unpacking. I'd like to play something similar to this list, but I know that without spheribos and OtCs it would be a different deck. Any suggestion?
Honesty, I have been using a similar deck, but with Enrise and Atmosphere instead of 2 Atmospheres. From both of them I totally prefer Enrise over Atmosphere. Maybe he can't destroy a monster and attack at the same time but, it is easier to summon and doesn't require you to sacrifice half of your own board (I really need those spheres for OtC or OtM [Order to Smash]). 2 Sphere Kuriboh + 1 Possessed Dark Soul do the trick to summon him consistently, and it is a good alternative for those who don't own Atmosphere but Enrise.
i wouldn't recommend it imo. Venus can be better in this case since you put order to charge to take care of any monster, and bubonic isn't a normal monster. You can definitely use bubonic in an atmosphere deck, but just not replacing it with venus in this example deck.
