Return 1 card in your hand to your Deck and draw another. The skill can only be used once per turn and twice per Duel.
It's recommended to only start with Venus if you have Order to Charge in your starting hand as well. This will allow you to have some safety and be prepared to counter whatever your opponent summons. Otherwise, start out with other monsters either by setting or attack position. Let it get destroyed since you need monsters in the graveyard to be able to summon atmosphere.
There are many ways you can summon the atmosphere. One Venus can get you 2 Atmosphere by summoning 3 Mystical Shine Ball, provided that you have at least 2 monsters in your graveyard.
If you have at least 2 monsters on the field, you can also make plays using the atmosphere. By using Enemy Controller, you can tribute your monster and take control of your opponent's monster and use it as the sacrifice to special summon it. Then you can use its ability to take control of another monster your opponent controls.
Just because you can summon it, doesn't always mean that you should though. Best time to summon atmosphere is when your opponent has only 1 monster left for it to take control. This makes sure that you are not attacking another monster with a chance of getting countered by cards like Twister or Mirror Wall.
