I've made it to Platinum with my Viper deck and trust me Rare Metalmorph is NOT needed. Actually it 🔥s up a lot of your plays "waiting" for your opponent to do something. First off no, it does not stop Order to Charge. Order doesn't target... I know this to be fact because I own 4 Rare Metalmorph and have tried it. Second it can severely mess up your plays when your monster has a 7 completed already equipped and your opponent targets your monster with Riryoku or E Con etc. It will NOT negate the new spell targeting the monster, it will only negate your own equip spell.
Rare Metalmorph is a beautiful card and can work wonders, but it will not negate the most problematic card (Order) and can seriously mess up your own Riryoku plays if you're forced to activate prematurely for the attack gain.
Trap Jammer is a very good replacement here. Most of the time you'll run into Mirrorwall, Windstorm, Michzure etc. Before you run into an E Con. It's much rarer than any of the aforementioned traps.
Personally I have two builds, one that focuses on the Metalmorph / Rare Metalmorph way to play the deck. While the other is more aggressive and uses Sergeant Electro to shut off Backrow and Trap Jammer. To ensure a kill.
So basically Rare Metalmorph only stops the Riryoku and E Con threats, it does not stop Order. Use a buffed Sergeant Electro to bait/stop the Backrow and it works much more consistently.
