A deck built around tribute summoning, controls the field by constantly summoning small monsters to use as tribute fodder. Baggy Sleeves helps you gain even more card advantage after a high-leveled monster you control is destroyed.
Send Treeborn Frog to the grave as soon as possible. Set him down when you have him in your hand. You can also Skreech face-down, when destroyed Skreech mills 2 WATER monsters to the grave. Use this to send up to 2 Treeborn Frogs to the grave.
Mecha Phantom Beast Hamstrat, when flipped face-up, special summons 2 tokens to your field. Use these tokens as tribute to summon higher leveled monsters.
Cost Down is an SR and could work with the Monarch, but it can't utilize it's special ability. Maybe switching him out for another 5-6 star beater would work for you.
If you use controller on frog to steal a monster you can bring back frog a second time cause its not once per turn and you will have two monsters to tribute (also with sould exchange you can tribute a third or second if you had no controller)

Ok, even though I said that, for some reason, I went ahead and built the deck almost from scratch, I already had the skreech, econ, and dmoc, so I opened up the other packs and got feng from the trader.

I think this deck looks pretty good. The concept, anyway. I would use 0-1 Dark Magician of Chaos. Use Fenghuang instead of BES Tetran. Run a third Hamstrat. IDK about Baggy Sleeves but Balance seems like a good choice also.
