Cannot be Normal Summoned/Set. Must first be Special Summoned (from your hand) by having 5 or more LIGHT monsters with different names in your Graveyard. Once per turn: You can banish 1 LIGHT monster from your Graveyard, then target 1 Set card your opponent controls; reveal that target, then place that target on either the top or bottom of the Deck.

Pros

  • Can be special summoned.

  • Gets rid of opponent’s set card.

Cons

  • Must first be special summoned with own effect which requires some setup.
  • Opponent can activate the targeted card in response to your effect.

Tips

  • Continuously returning cards to the top of your opponent’s deck could lock your opponent out of drawing new resources.

Lightsworn

Lightsworn decks are good at self milling and they are all LIGHT monster which you can use as the summoning condition and effect cost of Lightray Diabolos..

LIGHT Dragon

Because Lightray Diabolos is also a LIGHT Dragon-type you could find place to put him in Hieratic or Blue-Eyes decks. Other cards you can fit into this combo are Divine Dragon Apocralyph and Eclipse Wyvern. Eclipse Wyvern can be banished for Lightray Diabolos’ effect to add the monster you searched back to hand.

Flip-Face Down

Use these cards to make turn your opponent’s monsters face-down so that you can return them to the deck with Lightray Diabolos.

Tried it, running 2 copies of Lightray Diabolos in a Lightsworn deck, 3 out of 4 duels I got both copies of Lightray Diabolos milled by the Lightsworn.

You need to also run cards that can retrieve it from the Graveyard, like Monster Reincarnation for example.

Beckoning Light is also a good retrieval, albeit slower. Unless you have the patience or Konami released cards like Necro Gardna, Pero-Pero Cerperus, or Rainbow Kuriboh (you know what I mean), Monster Reincarnation seems to be the only faster solution for that.

Could do a cheeky Light only deck Grass is Greener or Light Sworn deck depending on how F2P you are. Pack a few Monster Reincarnations to get it back if you accidentally dump it. That or run a deck that lets you load the graveyard up with lights. Otherwise run a bunch of weak light monsters and pray that you don't get bodied before you get the combo pieces?

Lightsworn deck with Heavy start ability. Usé diábolos alongside the 2 high level lightsworn.

Decent effect, but hard to summon, maybe bujins can manage to use it properly.

True. It was already hard enough to summon in a 40-card LS deck. 20-card decks are only going to make it worse.

Kinda doubt it even more for Bujin.

At least Lightsworn can afford to run many different monsters. Bujin tends to run a low amount of different monsters, but each at 3 copies.
