Yeah, I really don't like it either. Duel Carnival is supposed to be themed, yet they don't enforce it, so it ends up being just a prettied up Ranked Duel.

Regular DM world already has so many characters. But they could add some to DSOD since that world is still pretty empty. A DSOD Duke would be really cool.

I very enjoy the plan for next month. Though I think Rex is unlockable, but not Blair. Look like Blair will just be a roaming event (at least it is not written that she will be unlockable, just that we will duel her). The frequency of new characters is about 1 every 40 days so I doubt we will get 2 characters in 3 weeks.

It's likely that we'll get Blair in 2020.

It's not uncommon for a new character to be not unlockable until the second event.

Basically the upcoming event is just to introduce Blair to those unfamiliar with her.

Considering the Love cards, I won't be surprised if we get the unlock event in February, just in time for Valentine.

Blair might be a bit underwhelming but any female GX character is a nice addition. Alexis must feel pretty lonely in the GX world. (And I'm not counting Yubel as a female character...)
