With Temple of the Kings face-up on the Field, you can activate Dust Tornado the same turn it was set, giving it the similar flexibility as using Cosmic Cyclone, Twister etc.
These are the cards that can be set by using the effect of Dust Tornado, mainly because you want the flexibility to use them during your turn, or during your opponent’s turn if you have Temple of the Kings.
With 3-card S/T zones, I don't think we're likely to ever get Twin Twisters or Heavy Storm Duster personally. We'll probably get a few other cards better than Dust Tornado before long, though, like Night Beam, Galaxy Cyclone and Paleozoic Olenoides.
They were fairly easy guesses, but thanks. I'm kinda surprised we didn't get Olenoides yet, though. Especially given the Selection Box Mini debuted a Paleozoic. Maybe they're a bit weary given the impact the existing Paleozoics are having on the meta and don't want another free summon right now.
The new Gem Knight Fusion card could give them a good advantage. But as for KOG material, we may be looking at something similar to the crystal beasts, where it can happen with good players. I can't really tell right now.

Well, you forgot the most important advantage of cosmic cyclone, it is a spell. You have to wait 1 turn if you want to get rid of their backrow, which is too slow for my taste. Cosmic cyclone also bypass any kind of protection your opponent's s/t has. Setting a spell/trap on your opponent's turn is useless. If you have a backrow in your hand, why don't you just set it along with your dust tornado?
Not in a million years. MST is too broken of a card. Destroying 1 spell /trap (face up/face down) without any cost in addition to being a quick-play spell is too OP. This is one of the cards that should never be made available. The other is Twin Twisters.
