If your opponent controls a monster and you control no monsters, you can Special Summon this card (from your hand). You can only Special Summon "Kaiser Sea Snake" once per turn this way. If Summoned this way: You can Special Summon 1 Level 8 Sea Serpent-Type monster from your hand or Graveyard, but its ATK and DEF each become 0. If this card is Special Summoned, its Level becomes 4 and its original ATK becomes 0.
Special Summons itself from your hand / Special Summons from your hand / Special Summons from your Graveyard / Special Summon by its own condition once per turn
Stat changes

Reading all of its effects, and all the contradicting stuff in it could make players wonder why is this even considered worthy to be a promo card in OCG.
First half of its effect looks like they want you to play Rank 8, but then second half of its effect wants you to play Rank 4 instead, except that means the only viable target for the first half of its effect, is another copy of itself.....so why is it a generic Level 8 Sea Serpent reviver? Might as well just say it Special Summon another copy of itself, since nobody will SS any other Level 8 Sea Serpent thanks to "this card becomes Level 4 if SS-ed in any way" part.
You can't do anything with a useless Level 8 and a useless Level 4 on board, after all. If both are Level 8, or if both are Level 4, you at least can use them for Xyz, hence why the only viable target for its revival is another copy of itself.
Um. You're thinking of Xyz but here's another use: the summoned monster is most likely water... so its useless state can be reset by SSA and so your big beater returns to full shape.
