Cost

Dragon monsters that are able to Special Summon other Dragons can provide the cost for Dragon Tactics.

Hieratic

Many Hieratic monsters, when tributed, are able to Special Summon Dragons. Use them as cost for Dragonic Tactics to swarm the field.

Blue-Eyes

Blue-Eyes decks are focused on bringing out their high-leveled main deck monsters. Since most of them are level-8, Dragonic Tactics can be used by tributing The White Stone of Ancient or The White Stone of Legends.

There really aren't that many good targets for this card. Dragunity has a level 8 dragon, but Dragunity usually doesn't have 2 dragons on the field simoultaneously because the deck uses Winged Beasts instead. Blue-Eyes is also a deck that uses level 8 dragons, but they can already be summoned from the deck by White Stone. Felgrand Dragon can't even be special summoned. If they ever add the upgraded version of Felgrand this card might see play, but right now the only good targets (that don't already see play) are Tyrant Dragon and White Night Dragon, but neither of them are really that good compared to the kind of monsters we have nowadays.

Dragunity can use this quite well. Get Vaj or Myst out. Drop a DTactics. Leyvaten into Ascalon. You got about 3 cards in gy as ammo.

I was looking at cards to try to get Neo Blue Eyes Ultimate Dragon as the only upright monster to do his ability (by tributing other dragons to get them off the field) while quickly Fielding BEWD's. However this isn't good enough. If it allowed The opponent to be used as 1 of the tributes that would be great. Any such card for my needs?

If you mean Keeper's first effect, then:

"This card can be treated as 2 Tributes for the TRIBUTE SUMMON of a Dragon-Type monster."

Meanwhile, this card:

"Tribute 2 Dragon-Type monsters; SPECIAL SUMMON 1 Level 8 Dragon-Type monster from your Deck."

(also, notably, so far all cards whose effect tribute a monster to summon another, does it as a Special Summon. Which is logical, as you do not tribute normally, but rather, using an effect.)

Well, this will be a card that we will get for free. f course it is not going to be strong.

Unless they release a dragon monster whose effect is : when special summoned from the deck win the game.

I will say only B- because this card is too slow nowadays, it might be useful for Hieratic Deck later but I dont think many people will tech this card in Dragon Deck in my opinion.

Obviously, for Dragunity support.Use it to summon Dragunity Arma then synchro summon lvl10 or Dragon spirit of White for backrow removal.

Never seen anyone who summon 2 dragons in one turn. It's always Wing Beast/Dragon & not Dragon/Dragon.

Getting a Level 8 Dragon straight out from the deck could be useful, but I don't know if the 2 Dragons cost is worth it.

I'm not sure either if I would bother using it, but if I was then I would probably consider something like using a trap monster or a dragon monster that can be special summoned from the hand along with one already on the field.

quantum cat and swamp mirrorer would be good for it. unless there's some dragon monsters that provide an effect upon being tributed that i'm not aware of.

Yeah, this card is only good for beginners, which is why it's utterly dumb and ridiculous that they made this card an UR, from an event too.

If this card is a Quick-Play, sure, but it's not.....
