The special summoned monster can also be floodgated.

Simple combo, use Mausoleum of white to summon 2 white stone. use this spell to summon spirit of white.
At the end phase you have 3 BE on the field.

I wonder if DNA surgery makes face downs count as dragon.

I'd say not anti Floodgate (because Dragonic Tactics doesn't counter it directly), but it can make use of floodgated monsters. It means you can bait your opponent to waste their Floodgate.
Trishula does the same thing, with 3 monsters of any type.

DNA Surgery/Transplant only affect face-up monsters.
