One of a few cards which help a player find a card which he wants to have. You can quickly have cards which are necessary for a combo with the card. Note that you cannot use the effect right after the card is activated since the effect is available only in standby phase.
Rulings
You do not have to use the effect every turn.
A card send to your deck is treated as cost and you shuffle a card into your deck to use the effect. That means you cannot draw a card from your deck if a Card Trader is destroyed in a chain link caused by sending a card back to the deck.
You can use the effects of multiple Card Trader cards which exist on the field.

Returns from hand to Deck for cost / You draw cards
It's true. This card screwed me over and over again. It just keeps on returning whatever card is shuffle into my deck... total waster of time. The frequency of it returning the same card to my hand is too high!
I think its usefull in most of the decks, cause u can switch your strategy or optimize it when u draw a card u cant use. Especially usefull in decks with lv monster or other special summon monster. If u draw a too high lvl monster u can just try to get another.
About the point u draw the same card again. Yeah sometimes happens but not that often as 1 in 3 or so more like 1 in 10-15
Tried card trader in a Cerberus deck and either the card proportion are screwing up the algorithms or there's a 1 in 3 chance card trader does nothing and I get the same card back.
There was testing in duel links and when decks are shuffled the card you draw isn't really random - that may be a reason why sometimes when you use switcheroo or card trader you get the same card.

There's a 25% chance of receiving the same card back in Switcheroo, assuming the same mechanic is in place for the Card Trader, it would explain what you're seeing.
