High attack that can be increased even further if you are using a Dragon deck.
Negates monster effects, spell, and trap cards that targets this card.

Cons

Can only be special summoned under its condition.
Blue-Eyes Ultimate Dragon is already difficult to summon, making summoning Shining Dragon even more difficult.
Attack and defense is lower than the required tributed monster.
Cards like Yomi Ship, Mirror Wall, or Order to Charge are somewhat common, and they can still destroy Shining Dragon.

Cyber-Stein

Instead of getting Blue-Eyes Ultimate Dragon through fusion, you can use Cyber-Stein's effect to special summon it. Increase your LP to more than 5000 to use Cyber-Stein's effect when you have Shining Dragon in your hand.

Summoner of Illusions

An alternative method to special summon Blue-Eyes Ultimate Dragon instead of fusion summoning. Flip summon Summoner when you have another monster on your side of the field, and when you have Shining Dragon in your hand.

From the wiki: "This card bypasses the usual pitfalls of costs and destruction effects. It essentially has two effects. The first targets your monster when its activated. The second--which only activates after your oppoent is done chaining (if they bothered)--tributes your monster and targets/destroys an opponent's. So, your opponent can't use effects like Prime Material Dragon or..."

"...Stardust Dragon (since nothing will be destroyed immediately). And, if your opponent negates this card, you don't tribute. However, keep in mind that continuous effects still apply. (I.E. You can't target a dragon with Lord of D. on the field.)"

So in other words, it DOES target. The real problem is that the destruction effect happens as the card is resolving, so effects like BESD's can't activate in response.

Yeah and there's no good reason to give up BEUD for this car which is nearly useless in the DL meta. If you're gonna summon BEUD, just keep it. This card is a waste of a deck space.

Still weak to a lot of things. Targeting doesn't happen with most of the common cards. Mirror Wall etc.
