This should get a C rating:

Too low stats for those summoning requirements.

"When this card is Special Summoned: Change all face-down Defense Position monsters on the field to face-up Attack Position. (Flip Effects are not activated.)"
It only affects face-down monsters. So it won't be good against Cocytus or stall decks.

"At the end of the Damage Step, if this card attacked a monster: You can detach 1 Xyz Material from this card, then target 1 monster your opponent controls with the highest ATK (your choice, if tied); this card can attack once again in a row, on that monster."
You can't even select the second target. You have to choose the monster with the highest ATK. And it might happen quite often that it has more ATK than Playmaker.

If the first effect would also apply to face-up defense position monsters and the last effect would just be "attack any monster", then it would be a nice card for an OTK, if you somehow manage to summon it. But this is just trash.

The only useful scenario is, that the opponent plays a stall deck and you can get rid off their backrow and he only has a set Obnoxious Celtic Guard and you're able to summon this card. But that is way too specific to justify the usage of this card.
