The number of Ninjas you control must be equal to or less than the number of opponent's backrow.

If you control 3 Ninjas, you must return 3 backrow cards, so you cannot activate this card's effect if the opponent only has 2 backrow cards.

However, you can activate this card's effect if you control 2 Ninjas and opponent has 3 backrow cards, since there is enough cards (return 2 out of those 3).

Also, remember that the "other than Ebisu" part is only a part of the activation requirement.

For the effect itself, it counts all Ninjas you control, including Ebisu himself.

This ninja is REALLY good. It 🔥s up wonder balloons, pumprincess, mirror wall, Wall of Disruption, Ancient Gear Castle and a lot more.

Does MNE effect has a bug? For ex i have a another ninja on my field when i summon MNE it's effect does not activate, i wonder why, any insights guys?

I was initially wondering if this is a bug but then I read the text again. Since the text states that the number of spell/traps you bounce bakc must be "Equal To" the number of your ninjas, if your opponent has less Spell/Traps than you have your Ninjas you won't be able to activate this effect.
