I don't see what it being a roaming event has to do with anything. NPC's in any capacity can and usually do have cards players can't (and in some cases, will never be able to) obtain. It being used by an NPC has zero influence on whether it will be obtainable or not.

There are many DARK monsters that want to be in the Graveyard. There are very few LIGHT monsters that want to be banished. (And all of the ones that do have better cards like Aloof Lupine, Gold Sarcophagus and Metaphys Daedalus to do so.) Realistically, Dawn Knight's a better comparison to Dark Grepher than Lightray Grepher is, and it's still a weaker card despite its relevance in Blue-Eyes.
