I just tried to use this to tribute summon a dark gemini monster. Shouldn't that have worked?

I don't think so. Gemini monsters are only treated as normal monster on the field and in the graveyard, so it is treated as effect monster in your hand or deck.

The description never said its for normal monsters only. Consider bugged?

You cannot use Dark Effigy to summon Umbral Soul because Dark Effigy's effect can only be used to summon Normal monsters.
