For one, he's literally only ever used 2 FIRE monsters. (This card and Masked Dragon, though he did run 3 of the latter.)

Fire monsters aren't bad but surely he could have a chosen a better, not like there isn't a lot of powerful fire monsters

Fits the hell theme of his deck perfectly. He also OTKed with it once, lol. (Tribute to the Doomed discarding this, Premature Burial to revive it, Megamorph.) All things considered, it isn't THAT bad a card anyway, even if there are better options.

He could have done worse and chosen ultimate obedient fiend (an arguably worse card) and it's not like he was expecting bastion to pull water dragon so his strategy was decent if some what flawed

It can be, but not usefully. It loses 500 ATK if you bring it out with Doom Shaman, and anything else that can Special Summon it (aside from Monster Gate and Marmiting Captain, which are luck-based) only does so when it's destroyed. I'd say the best way to Summon it is actually BY Tribute Summon, with Power of Dark as your skill so you can just use a La Jinn or something.
