I was thinking about running something with Two Man Cell Battle, Order to Charge, this card, Heat Wave, Heart of the Underdog. I am certain that it is worth including a few low level monsters to activate it.

so dumb. The answer is, YES it is worth it. The real problem is, there aren't that many decent lv 2 or lower monster that's worth putting in your deck just for using this trap card. The only few viable ones is mystic shine ball in a venus deck.

I have a Mystic Swordsman/Ultimate Insect deck it might work in! I'm pretty scrubby though.
