Found a use for this card: in Cloudian Ra farming deck, you can summon this card to help defend yourself AND draw card at the same time, making it faster to get the card you need.

Cloudians are all Level 4 Fairy, so they fit the material requirement for this card.

You can also use it with Tethys for FTK or Exodia

This would have been a lot better if it is generic instead of needing Fairy-Types.

Yeah, it's a "draw 1" effect that's hard OPT.

The material should have been generic.

I'd understand the material limitation if it was not OPT, but it is OPT, hard OPT even......

Stats aren't even that good either for a Rank 4.

Arcana Force is much helped by this draw power.

Nothing can help Arcana Force "much". Archetype is still terrible and always be until Konami stops fearing "The World" turbo

It's not terrible, it can defend itself. Lots of generic fairy cards get tons of AFs on the board from deck or hand and The Dark Ruler is out now.

would this be any good at speeding up summoning exodia with yugi?

It can be, but if you want a quick exodia win, your best best is Treasure Panda while focusing on spellcasters. Cheer Girl specifically requires 2 level 4 fairies, so while it can help, there’s better options available.
