Why shouldn't this be allowed? You can use any kind of effects that negate activations or effects during damage step. I don't see the problem here.

I just played a duel in kc cup today and the opponent was able to active Number 106 Giant hand during the damage step to negate the activation of starry night dragon. This should not be can someone explain.

Why is this a UR? Sure, effect negation is nice but the stats are bad and you can only use it once without any other cards or skills. Am I missing something?

I think all duelists' signature cards are made UR by default.

Malefic Truth Dragon (Paradox's ace card) is R, but I got your point. That's the pattern, most of them are UR.

I actually forgot that this is the Ace / Signature card of the next unlockable duelist. Yeah, it kinda makes sense now.
