What if someone uses riryoku against you can you counter? And enemy controller?

Riryoku's very first text clearly says "target TWO face-up monsters".....

No longer triggered by EC...bug submitted..but used to be my go to too throw two of these into Cerberus to wreck Kaiba l40

u can change the tributed monster but not the destroyed monster because its only target the 1st monster

this card cant be chained against enemy controller that change target position.but can be chained when opponent want to take control your monster with EC

so, this card basically makes it that your opponent's Equip spell benefits you. Good.
