Nope, it does nothing lol except clogging up your backrow. The actual purpose of Crystal Beast is to summon Rainbow Dragon with all 7 Crystal Beast from either field or graveyard, thats why they can take up your backrow as being on the field.
there is crystal beacon if your looking to use the s/t effect. other ways to use the s/t effect is by using cards that use your back row as a cost e.g. (storm, gravelstorm, anteatereatingant....or was it giant ant?) look for card text that list continuous spell
