"Legacy of Yata-Garasu" cannot be activated during the Damage Step.
If you do not control a face-up Spirit monster, you can only activate the "● Draw 1 card." effect.

Give them Spirits
Activate Give and Take to special summon 1 spirit monster from your graveyard to your opponent's side of the field to activate the 2nd effect of Legacy of Yata-Garasu. Alternatively Mystic Box can be used with the same purpose.
You draw cards
You'll probably never use the second effect but there's a chance you could. So this is, technically speaking, better than jar
On the other hand, you'll have to select which effect to activate every time (even if your opponent doesn't have a spirit monster). It only takes a second to select "draw 1 card" but it adds up.
Stall and draw. Equipping your spellcasters with wonder wands is the priority, while Golden Apples and Enchanted Javelin protect your empty field.
A good combo is Crystal Seer + Feint Plan + Golden Apples + Wonder Wand. Set Crystal Seer, use a Feint Plan, flip summon it next turn to draw a card, equip wonder wand, destroy to get 2 more cards and Golden Apples to protect your field.
