You critisize one of he oldest cards in ocg. Imo, this is an excellent example of how a balanced card should be. But, NO! players prefer cards like "destroy all your opponents card, draw 1 card for each card destroyed". Power creep everywhere.

That's a lot of cards. I would personally either go full on thunder or full on machine. Kinda gets messy and inconsistent with both.

I'm getting a feeling this is gonna be a great card in many Thunder decks, especially those who play Twin-Headed Thunder Dragon. We'll see when Electric Overload is out.

It's not a Thunder monster so I don't see how it would even work

If a card says "(name} monster" or "(name") card", then it means all monsters/cards with that name. If it lacks such a word, however, it means a specific name. So, no, it won't work with Toon Summoned Skull (unless the unreleased DNA Surgery or something changes its type to Thunder, of course).
