Blue rose dragon effect doesn't always activate if sent to the graveyard from black rose dragon effect that clears the board. I've learned that the hard way

It's an optional "when" effect, so it can miss timing

Not like Blue Rose Dragon is an especially strong card, it's pretty equal to Lord Poison. (Slightly stronger effect, but not being a Plant hinders it a bit.) Can't see why it wouldn't happen. (Then again, I'd have expected a copy of Lord Poison in Akiza's level rewards and that didn't happen.)
