Would it's effect activate if it were sent to the graveyard by Black Rose Dragon's effect? Could clear the field and get a 2400 Atk monster

Yes, it would. However, it is easier to pull that off if we have Red Rose Dragon as well....

It's an optional "when" effect, so it can miss timing
