While you and your opponent have the same number of cards in hand, negate all Spell, Trap and Effect Monster effects activated by your opponent, and destroy that Spell/Trap/Monster.

If your opponent has more cards on hand than you during their turn, you can use draw effects like Jar of Greed, Good Goblin Housekeeping, and Legacy of Yata Garasu to even your hand count. Keep in mind though that when activating or summoning from the hand your opponent reduces their hand count by 1 and this is the hand count you need to match.
If your opponent has less cards in their hand than you, you can use these cards to reduce your hand count. They are usually used during your opponent’s turn because you during your turn you can reduce your hand count by simply activating or setting cards.
