Sure this artwork is taken from manga but I like the anime one. Also the effect is based on during Yugi vs Kaiba duel, in this case, Kaiba controls 3 BEWD n so does this card's activation requirement.

Lv23 reward is not this card, but Court of Justice.

I wonder if they will ever make this card available to players.....

This card is broken I know a card or two that allows you to fill up your opponets monster card zone.
