If you didn't know, you can actually use this card (and other cards like harpie's feather duster and monster reborn) by using the item "Extra card" when dueling a legendary/ standard/ PVP duelist/duel.
Items by the way, are basically power-ups you can use during a duel

Also, you can use the skill "Creator" with Pegasus. If your LP is 1000 or lower, you can activate the skill when you draw a card to randomly draw the following cards: Harpie's feather duster, Raigeki, Mirror Force, Monster Reborn, and Breaker the Magical Warrior.

You can't use the item in ranked also you can't base a deck on this spell cuz the item is a gamble you never know what card you get

That's not exactly the case... the card isn't in the card library and the only way I've ever gotten it was with the extra card crystal

So why they added anti-raigeki if they didn't plan to add raigeki in the game? Otherwise, anti-raigeki is useless...

There are several reasons:

They plan to add Skills like the Creator (Pegasus)

They plan to add NPCs / Events that use this card

They actually add Raigeki but limit it immediately

Additional comment:
Raigeki the card is present in the previous game for mobile Yu-Gi-Oh! Duel Generation. It is only fair to include all the cards in both Yu-Gi-Oh games and not PvP only. According to how you`ll made the game there is no wrong deck and no card is unbeatable.

Other decks get to wipe the your side of the field in one turn so why not add it lol, same 🔥 🔥 six sam and not to mention yubel and oh wait that happens every freaking turn so not op in imo
