It needs to be face-up to use its effect, which gives an opportunity for your opponent to destroy it before you can use its effect.
You have to tribute this card and 1 other monster from your field to Special Summon Sacred Phoenix of Nephthys.

Tips

Utilizing Sacred Phoenix of Nephthys

The most common way to Special Summon Sacred Phoenix of Nephthys is by using Hand of Nephthys. By using this card combination, you can immediately summon it and you can destroy 1 of your opponent's monster.

Summon Magical Exemplar first, you need to do this since you would like it to gain a Spell Counter once you used Tribute to The Doomed.
Use Tribute to The Doomed then discard Hand of Nephthys to your Graveyard to destroy 1 of your opponent's monster.
Now that Magical Exemplar has 2 Spell Counters on it, you can use its effect to Special Summon Hand of Nephthys from your Graveyard since Hand of Nephthys is only a Level 2 monster.
You can now use Hand of Nephthys' effect, tribute Magical Exemplar along with it to Special Summon Sacred Phoenix of Nephthys from your Hand or Deck.
