You can't. OP is either trolling or doesn't realize that this card has some special summoning conditions.

However, you can use Neo Space and decide to return the card to the extra deck during your opponent's end phase.

This card is way better than Chaos Neos, and its R rarity

Of course, even Storm Neos is better than Chaos Neos.

This is actually the best out of all 3 "triple contact fusion" Neos monsters.

3 fusion materials wow
and Flame scarab is already kind difficult to summon and it returns back to deck asap if I remember correctly

That's what Neo Space and Instant Neo Space are for.

On the other hand, this card's last effect means this is the one time you actually don't want Neo Space.

You'll probably use more cards to summon this than the number of cards it can return by it's effect so not worth it.

I think this card will be the UR cover card on a future box that has grand mole in it
