It is intended to be a spoof of Marauding Captain, even its OCG name supports this, by having the same "Kirikomi" that's in Marauding Captain's OCG name.

I have had opponents activate cards when this card attacks, which should not happen because of its effect. Is it a bug?

Not a bug if they activate cards during Battle Step or Damage Step.

The activation of cards and effects are only prevented during attack declaration.

BUG problem... Enemies could activate cards while I was attacking... (They activated spikeshield with chain and half counter)

Opponents only cannot activate cards and effects during attack declaration.

They still can activate cards and effects during Battle Step and Damage Step.
