Summoning condition is a bit difficult.
Effect costs you one hand card and can only be used once per turn.

Tips

Magical Merchant

If your deck contains many WATER and FIRE attribute monsters, you can set Magical Merchant to send monsters to the graveyard until you get a spell/trap card. The monsters sent to the graveyard can then be used to summon Frost and Flame dragon.

Skreech

When Skreech is destroyed you can send 2 WATER attribute monsters from your deck to the graveyard, to use as cost for the summoning of Frost and Flame Dragon. Additionally, Skreech is also a WATER attribute monster.

Last Gamble

Last Gamble would be useful in a deck that aims to summon this monster. When using the skill, discard FIRE and/or WATER monster monsters. Then, after summoning Frost and Flame Dragon, try to go for an OTK that turn.

I mean, it's not bad. As it stand right now it isn't all that great either. There have been attempts to introduce fire/water cards (High Tide on Fire Island), but they haven't been that great either.

So this is literally a desert twister except it targets monsters not magic, I think its not terrible, but don't think many decks can benefit from being filled with water and fire monsters, I personally prefer darkflare, as twilight (chaos in particular) decks in the tcg are actually really good

Chaos as a Deck isn't really good in the TCG and hasn't been for a while. (The Last Good Chaos Deck was Chaos Dragons in 2012). Some DARK decks use Lightsworns as a milling engine, so they might put in BLS, but that is about all the use Chaos sees in the TCG
