It can special summon monsters that it destroyed from battle.

Cons

Stats are low which makes it hard to use its effect and it's an easy target for your opponent.

The problem with Vampire Baby is it can't destroy a monster since the attack is too low, which makes its effect not viable. You can increase its capability by using cards such as Riryoku or Buster Rancher to increase its attack.

It looks like Vladimir Putin.
Ahahahahahahaha!!!

Also it's effect represents Putin. Vampire Baby needs a lot of support to be useful just like Putin. They are garbage on their own.

Tons of ways: e-con, micro-ray, Rising Energy, the above mentioned riyoku, anything that boosts atk, lowers attack, or swaps positions really.

Yeah I have one of those physical cards with that name, but they changed the name for some reason.

They changed the name because it is a "Vampire" card via its Japanese name. When it was originally printed there were no cards that supported the "Vampire" archetype, so they had some creativity to play around with the name. But when the "Vampire" series became an archetype, they had to change the name. (archetype conditions are used as scarcely as possible)
